scorm file testouts that when failed the user cannot take again without admin support

Summary:

We have scorm files from articulate 360 that are built using articulate 360 quiz maker. The use is to provide an test out option for completing a course but if the user fails the test out would want a failed record in HCM learn that would require an admin to reset the activity / offering. What settings would need to be modified both with the scorm package that is published in 2004 or 1.2 and Oracle setup settings for Learn to achieve this result ?
