Desktop screen refresh issues

I have several desktop pools for different users. All desktops have 6 OCPU with 24GB memory. Some users are in India and some are in the UK. Note we are using the UK Gov cloud in both London and Cardiff.

Users in India are using small laptop screens on windows host machines with the dreaded 150% magnification and a relatively small resolution 1080p (1920 x 1080), not that any of this should matter.

I want to understand how the screen is refreshed within the browser, it feels like packets are being dropped hence the screen not refreshing correctly.
