Builds are not created automatically follow to workspace creation

Dear Community,

For one of our clients, after creating a workspace, the builds are not created automatically.

Instead, the system asks to manually create a VM. This prevents access to the classic builds/jobs page needed to set up pipelines.

Has anyone seen this before? Is it related to access rights or configuration, and how did you resolve it? On other clients we didn't need to create a VM.
