Why System is allowing to receive & deliver material if "Receiving Function" is not assigned to BU?

In one of Requisitioning BUs, "Material Management" function is assigned. "Receiving" function is not assigned.

However, system is allowing to receive and deliver a purchase order in the inventory organizations associated to this BU.

Would like to know if we should assign "Receiving" functions as well to this BU? Why System is allowing to receive and deliver material if "Receiving Function" is not assigned. Does "Material Management" function allow receiving of material?
