Unable to edit payroll details on promote page.

Summary:

HRIS user is unable to edit payroll details on Promote page- Redwood.
The settings are correct from VBS standpoint.
The below roles and privileges have been added:
Manage Employee Payroll in Employment Processes
Manage Payroll Relationship
Use REST Service - Payroll Legal Organization Lists of Values
Use REST Service - Payroll List of Values
Use REST Service - Payroll Reference Data Lists of Values
View Employee Payroll in Employment Processes
View Payroll Relationship

After running the scheduled processes it started working and I could find the Edit toggle button visible on that page, but after some time, we started facing the issue where the edit button is not visible and we are unable to edit the details:
