Update Assignment category on assignment side, HDL Mass upload template error

in HCM Data Loader (HDL)

Hi, we’re attempting to update the assignment category on the assignment side using the HDL template below, but we’re encountering the following error: ‘You can’t delete the {PARENT_OBJ_NAME} record with effective start date {EFF_START_DATE} because a corresponding {CHILD_OBJ_NAME} record exists.’
Any insights into what might be causing this error? TIA
