Hourly Absence / Time Card Submission Fails Due to Decimal Precision (Minute Rounding)

Issue Description
For hourly employees, absence or time card submission fail when the total requested hours slightly exceed the available balance due to decimal precision.
The system calculates time in minutes and converts it to decimal hours, which can result in values with more than two decimal places (for example, back end = 2.483 instead of UI = 2.48). Although the displayed balance appears sufficient, the system validates against the actual calculated value and treats it as exceeded.
