Is there a way to send nudges to primary email instead of work email

We are setting up nudges to employees whose I9 is getting ready to expire. However, a lot of our employees don't have a work email and their primary email is a personal email. Is there a way to have nudges go to the primary email instead of just work email? That way all of our employees get an email.
