Radial Putaway not working when permanent Location is active

When the permanent location is configured as type Active OWMS RF gives the message "Radial Putaway Failed for lpn/pallet"

Scenario:

Active Permanent location: A-01-01

Reserve Dynamic Location: A-01-02, A-01-03, A-02-02

All locations (active and reserve) are configured with a Location Size Type called RADIAL.

When a user scans an LPN with the item defined as permanent in the A-01-01, RF displays the message "Radial Putaway Failed for LPN/pallet."

If we change the location type to reserve for A-01-01, RF provides the correct/expected location for putaway A-01-02.

Is it the correct behavior to not support the Radial putaway when the picking/permanent location is defined as Active? Must we define the picking/permanent location as a reserve in order to support the Radial putaway?
