Can you enter skill name & description translations through the UI?

Within the actions of a skill in the skill library, there is not the ability to do translations via the UI.

How does this work when a skill name (in a custom library) or description is updated in the UI?

My assumption is that you need to update the skill name or description in English and then run the Skills Library Translation Agent. This will translate any updates made via the UI. Is this the only way to perform translations for skills in DS 2.0?

If so, this works when a client also has the OLC SKU, but in a scenario where they do not, how would this work?
