Adding comments to read-only time cards

Summary:

Our users record their time using the Web Clock, and can view but not edit their time cards. We have been asked if it would be possible to enable the users to add comments to their time cards. Is it possible to configure the system to allow this? They can see an option to view any existing comments, but not to add them.
