Receiving Error "You need permission to Import payablesInvoiceTolerancesLOV Resource":

When trying to create a business object tool for accessing the Payables Invoice Tolerances LOV, we are receiving an error stating "You need permission to Import payablesInvoiceTolerancesLOV Resource". How can this be resolved? My user account has access to this configuration in the UI.
