Error: You can't record the absence

Summary:

I created an accrual plan with monthly repeating period, Frontloaded, accrual rate 1 and ceiling 1, linked to absence type with maximum duration 1 , occurence rule limit to 1 per calendar month. I can submit the absence for first month, from the second month it throws error ' Error: You can't record the absence because your plan balance will fall below the minimum limit set for this absence type".
