Multiple FYI notification received for same time card after approval.

Summary:

When a Line Manager or Time Admin approves submitted Time cards, employee receives multiple FYI notifications for the same Time card. Note we have hybrid time card ( Payroll + Projects) synchronizing with Absence.

We already tested by checking "Don't send multiple notification" option under BPM, but still employee receives multiple Approval notification.
