In HRHD, How do I make the case numbering convention start from 1?

Summary:

We’re configuring Case numbering for HR Help Desk (HRHD).
We can set Prefix and Radix on Manage Public Unique Identifier Sequence Generation for the Case object, and we know SVC_PUID_FORMAT controls the radix formatting for service requests. However, neither place appears to let us choose the starting number (e.g., start at 1) for Case PUIDs. Can Oracle confirm if starting sequence value for Case numbers is configurable, and if yes, where?

what we tried

In Setup and Maintenance → Manage Public Unique Identifier Sequence Generation, selecting Object Name = Case lets us set a Prefix and choose a Radix (e.g., No alphanumeric conversion / padded). There is no field here to set a starting number. Documentation for Case Management also describes only prefix/radix configuration on this page.
