Assign only OBLPNs that have a tracking number to a manifest?

We want to restrict parcel manifesting in Oracle WMS so that only OBLPNs with a tracking number are assigned to a manifest. Currently, some parcel OBLPNs are getting manifested without a tracking number, causing operational exceptions and manual corrections. Is there a standard configuration, rule, or recommended approach in Oracle WMS to prevent OBLPNs without tracking numbers from being assigned to a manifest?
