Change order approval is assigned to HCM product owner instead of Purchasing manager

Summary:

The cost center manager is inactive and the approval for the change order which is supposed to go to the purchasing manager is getting assigned to the HCM product owner. There is not direct work relationship between the cost center manager and the product owner.

Is there any rule which will assign the change order approvals of inactive user?
