Redwood Promote and Transfer Flows: Line manager stuck on When and why page

Summary:

Line Manager is stuck on When and Why page and not able to proceed further on Promote and Transfer Redwood flows. The BOE Line Manager role contains the required privileges -

1. View all Positions - Data security Policy
2. Use REST Service - Workforce Structure List of Values aggregate privilege
3. ORA_PER_MANAGE_ADDITIONAL_ASSIGNMENT_INFO - role

If we assign any Functional privilege wrt Position - ie., Request Position change or Request a new position - the it works fine. But this is leading to Access to additional workareas under My Team and My Client Groups workforce structures which Line Manager do not need.
