Report notifies manager when time reported by employee is less than 4.5 hours

Summary:

I need to build a report that will have coloumns Emp name, number, manager name, department, and calendar days in recent time card on which date employee reported hours less than 4.5 , it will notify to manager and if he reports less than 4.5 hours 3 times , it will notify hr manager. How can I do this ?
