Unable to Perform Risk Management Setup Tasks Despite Having All Required Roles

We currently have the Risk Management module enabled in our dev environment, but I am unable to complete the functional area setup tasks even though I already have all the required roles, including Application Implementation, IT Security Manager, and Functional Setup roles. When I navigate to the Risk Management setup area, I receive an error stating: “You don't have access to perform any of the setup tasks associated to [functional area].”

Additionally, when attempting to create an implementation project, the Risk Management offering is not available in the list of offerings to select. Due to this incomplete or blocked setup, when we try to run any Risk Management Advanced Control models, they remain in Queued status for days and never actually run. I eventually have to cancel these model runs because they do not progress.
