When a user attempts to add a new shipment cost with accessorial code = "A", the system must validate both (1) specific shipment statuses and (2) the required shipment event. The shipment cost should be saved only if both conditions are satisfied. If either condition is not met, the system must prevent the save operation and display the error message that is configured in the Action Check Cause.
