Can we keep loan fees from being added to COA for projected PLUS loans?

Is there a way for SFA to only add loan fees for PLUS loans that are in an awarded status? Students who have no interest in borrowing a PLUS have the loan fees added to their COA with the projected loan. This sometimes makes them eligible for our NFFs, until the projected PLUS is removed at the end of the aid year. The NFFs are then removed from the student's package requiring them to repay the university for those funds. Is there a way to not add loan fees for projected PLUS?

FYI: We have our SCHOOL workbook configured for ACTUAL_LOAN_FEEs in the two loan fee entries.
