Does Advanced Transaction Controls track when/if roles are updated during Oracle quarterly release?

We are looking to deploy the out of the box advanced transaction control model "Additions, Deletions and Updates to Data Roles" and a custom model which looks at "additions and deletions to job roles". During Oracle quarterly releases, if there are any role updates, will the ATC control flag this as an incident?
