Visual Builder in Fusion Nvaigator

Dear Team,

In our Oracle Fusion Applications dev and test environment(25D), Visual Builder appears under the Configuration tab in the Navigation Board. However, this option doesn’t seem to be available in our production environment.

what needs to be done to have Visual Builder appear under the Configuration tab in PROD? Kindly,please advice.
