How is approval routed in Advanced Access Request?

We would like advanced access requests to be routed to only the line managers of the person for whom a new role needs to be added. But I'm under the impression that approval rules cannot be set for AAR. Anyone with the Access Request Security Administrator role will receive the approval notification (even if the person is not reporting to them). Is this correct?
