Set field Locality as optional from address

Summary:

Hi Everyone,

We have requirement to set field Locality as optional.
Search user in global search-> Contact Info-> Address
in this section we want to make field Locality as optional

I don't find this field when I open page in VBS, also from Manage Address Formats made this field optional and it did not work.
Can you please let me know how to make field optional.
