Unable to create Always Free VM – VM.Standard.E2.1.Micro not available, no active instances

Hello,

I previously created an Always Free compute instance (Oracle Linux) in my home region (ORD). The instance was automatically deleted approximately 2 months ago due to inactivity.

Currently:

  • I have no running compute instances.
  • I am within Always Free limits.
  • I cannot create a new Always Free instance.

When creating a new VM:

  • VM.Standard.E2.1.Micro does not appear under AMD shapes.
  • VM.Standard.A1.Flex returns "Out of capacity" errors.
  • I am unable to subscribe to additional regions (maximum regions reached).

It appears that my Always Free compute allocation may still be reserved or not fully released after the previous instance deletion.
