Editing the 'Requisition How' section in VBS automatically changes the 'Requisition Structure'

When we go to make updates in VBS under 'Create Job Requisition' to hide/edit certain fields under 'Requisition How' it automatically updates the same field in 'Requisition Structure'. We want to be able to hide Job Family and Job Function under the 'Requisition How' section but have it editable under 'Requisition Structure'. Any thoughts on how to separate these two sections?
