How to properly configure the LearningObservationChecklistApproval in Approval rule

I tried searching for how to configure the LearningObservationChecklistApproval in the approval rule, and this is what I found in the Oracle documentation.

May I know if there are steps to properly configure this approval rule? I am encountering an error when assigning a checklist observation, and upon checking, it seems that it has not yet been configured.
