Rejection at second level for profile changes are not being notified to the 1st level approver

We have a setup for Licenses and Certification section in person profile, where any submissions in this section will be routed to line manager for 1st level approval and then to HR for 2nd level approval. While this transaction is getting rejected at 2nd level by HR, the rejection notification is not getting triggered to the Line Manager who approved it at the first level.
