Does Redwood Learning offer an administrator-level page equivalent to Classic → Record External Learning where a Learning Administrator can search all workers?

The current Redwood tile ‘Record External Learning for My Team’ restricts the person LOV to the user’s direct reports, even when the user has full Learning Administrator access.

Is this expected behavior, and if so, what is the Redwood replacement for enterprise-wide external learning assignment?
