When activating new ATEs w/Existing Customer-have Prompt to match version & patching existing pod

Description (Required):

This is for Cloud Console Provisioning a new ATE
When activating a newly provisioned POD for an existing customer, it would be nice to have an option/prompt to select which version and patching the new pod should be provisioned on - asking if the customer wants to match a current or existing pod's version AND bundle.
- Currently, the POD is provisioned on whatever the lower environment is on.
