how to setup sso with chooser login page and one without together

Summary:

We have Oracle ERP Cloud with Finance and HR on the same POD using the same URL. Also have established Azure SSO with "Choose page" disabled.

Need to setup SSO in a way that HR can have SSO with "Choose page" enabled and Finance can have "Choose page" disabled.

Been the same URL when we enable the option , it gets enabled for both.
