MFA options for local users when SSO is enabled

Hi All

In the documentation it mentions 'MFA is supported only in non-federated single sign-on (SSO) environments.' Is that correct if SSO is setup for Oracle SaaS ,

MFA functionality can't be used ? We have multiple groups of users using Oracle HCM where some of the user groups sit outside the corporation hence we want to utilize the MFA functionality for those specific groups who are not part of corporate Active Directory.
