Personal Info Workflow with many different approvers

Summary:

I have requirements to build the Change Personal Info workflow to evaluate for quite a few of the subcategories (Visas, Name, Citizenship, etc), and they all have different approvers. When I keep it basic and only include what's applicable, I'm getting multiple rules to trigger when I'm using the Test Rules option. When I try to add an exclusion to one rule to ignore what I need to kick in for another rule, I'm either now getting the wrong one to trigger, or none.

In short, I'm looking for suggestions on how someone may have built this same workflow with lots of different flows for each sub-item under Change Personal Info.
