Getting error when trying to access attachment in position details section when Request a New Position is initiated by Line Manager.

Content (please ensure you mask any confidential information): When a line manager requests for a new position and adds an attachment to the transaction( In position Details Section) , P&C delivery partner(Higher Role similar to HR Analyst) is unable to View and Download the attachment while the transaction is still in progress. They can download that only after the transaction is fully approved .
