ETA for 19.30 CPU Update on Base DB Systems

The January CPUs for the Base DB Systems seem to be delayed a lot more than usual this quarter. Is there any ETA for when they will be released?

Is the delay related to the bug documented in KB867473?

Our customers require CPUs to be applied ASAP after release for security and audit reasons, so we need to explain why they're delayed. Some official info from Oracle would be useful, unless I've missed it somewhere.
