Approval workflows - Job Offer Approval is being routed, when 4th level Approver (based on AOR) not available in system.

we have configured the approval workflows with approvers based on Areas of Responsibility (AOR). We’ve noticed that when the system does not find any approvers, it bypasses them instead of blocking the process.

Is this the expected behavior, or does it indicate that the workflow is being blocked? Can anyone confirm if this scenario is normal?
