Derive 'Assigned To' in Problem Report based on who created

Summary:
We have created an inspection plan where the action rule is configured to generate a problem report whenever a characteristic falls outside the specified limits.
The new requirement is to automatically derive the “Assigned To” value based on the user who performed the inspection and recorded the failed characteristic. This is the same user whose name is currently populating in the “Requested By” field.
Although we can maintain a default assignee in Manage Change Order Type, that value is static. However, the business requirement is to dynamically derive the “Assigned To” field based on the user who reported or requested the issue.
