User is able to view all the cost org in cost accounting distribution without data access

Summary:

User has cost accountant role and has access to only two cost orgs in Security context value. But in the Cost org dropdown in Cost Accounting Distributions, user can view all cost orgs available. How to restrict access to only the two assigned orgs?
