Workflow notifications only showing under All, not Assigned to Me

Summary:

After the 26A update, users are not seeing all of the applicable approval notifications under the Assigned to Me tab when clicking on the Bell notification. They see some if they go to All sometimes, and always by going to the Worklist, but this is a change in process and I'm wondering what possibly changed and how to make it more user-friendly for them again?
