Want to add a button on Work Order Operation Level

Currently there is no instructions page as part of the maintenance operations. Requirement is to navigate to the custom screen for the instructions from the operations screen, for which we are trying to add button or link which will help navigate to the custom page like Apex/VBCS.

We need to add a button at Manage Work Order Operation level to redirect to another APEX/VBCS application is that possible?

Express mode is not allowing this and even after creating rulesets this is not allowed.

VBS version is 2510 and Fusion version is 26A
