Migrating Proejct Costs from EBS to Cloud Exchange rate error

Summary:

We are converting projects costs and getting exchange rate error. Our project currency is USD. We are unable to find a filed in FBDI for providing the exchange rate for conversion from Transaction Currency to Project Currency. Our Daily Rates doesn't have exchange rates for old dates. How do we migrate these historical cosst from EBS to Cloud PPM?
