Project based pegging question

Summary:

We have project based supply planning enabled with very straight forward netting rule. when we run plan observed that the work order shows as cancel (which ideally should be reschedule . When tried removing the netting rule from plan the work orders are having appropriate release status -action (reschedule - reschedule out). This is an unconstrained supply plan

Any thoughts why this is happening?
