Trying to add Person Costing. My Client Groups > Payroll > Costing for Persons at assignment level. LOV for Company, Account, Cost Centre, spare are blank,

What is the possible cause that LOV's are blank?

Via Person Management > Payroll > Costing for a Person > Create greyed out

GL structure and value sets are used. FYI Worker Default Expense Account
