How to Delete Legacy Learning assignment with competed status?

Summary:

We are trying to delete a legacy learning assignment that is in Completed status.

However, we are facing errors while attempting deletion through: 

UI, HDL (LearningRecord.dat)

The system is not allowing us to delete the record.

Could you please confirm:

Is it possible to delete a legacy learning assignment once it is in Completed status?

Is there any supported method to remove or correct such records?

If deletion is restricted, what is the recommended workaround?
