How to get holiday plan balance as of date?

Summary:

We have a Union group who do not get holidays until 6 months of Hire Date. Once they are over 6 months they get the whole Holiday balance based on the remaining holidays in the year.

I want to get what the Holiday balance is as of a particular date. When using get_plan_balance() it returns value only for 12/31/yyyy, otherwise it always returns 0. Also, get_bal_comp_val() gives the hours used in within a time period which is not useful. HR does not prefer calculating 6 months waiting and wants to use balance hours to allow or throw error in timesheet. Found this Knowledge Article but is the same issue
