In Create Miscellaneous transaction page, Is it possible to disable submit button?

In Create Miscellaneous transaction page (Classic page), Is it possible to disable 'submit'/'Submit and Create Another' button based on account value (from KFF string) and Project number (POETA field)?

Once the user selects the Account and enters the transaction line, we want to disable the Submit button if the account is tied to a specific cost center and the project number in the POETA fields is left blank. I attempted to configure this in a sandbox using EL, but the Account field in the structure stores only the CCID, not the full accounting string. Because of this, I’m unable to retrieve the cost center segment value.
