OTM Not honoring the accessorial cost condition

Summary:

Hi All ,

I want to have put a restriction to apply a accessorial cost on the rate record on basis of flexfield attibute12 value not having either of 2 values attached in the screen shot .

I tried putting multiple combination like using NOT IN condition and using AND /OR combination but either of 2 does not work.

It only works when there is 1 value present against that attirbute12 value .

Is there anything that i am missing
