Why is General Accounting Manager giving full Lease Accounting access?

Summary:

We created a custom role called FIN Lease Inquiry, which is intended to be a view-only role. This role should provide inquiry access only and should not grant full access to lease functionality.

However, we observed that when the FIN Lease Inquiry role is assigned to a user who also has the General Accounting Manager role, the user is granted full access to Lease Accounting functionality.
